Strategy development compiles and evaluates the information and analysis prepared in previous steps to prepare a strategic action plan.

The strategy is your action plan for implementing your strategic workforce planning program.  It addresses capability gaps and risks, and prioritises where to allocate resources, and identifies who to hire and when for an optimal workforce composition.
